Currently one of the major threats to the ecological safety of the Russian Federation is the pollution of soil and water objects of oil-containing wastes, many of which are highly toxic carcinogens and pose a real threat to human health and biological diversity.
The main potential sources of pollution of oil-containing wastes are oilfields, pipelines, refineries, tank farms, land and water transport, transporting oil products, as well as accumulation of oil sludge in special settling ponds, pits, tanks.
At the same time, despite the severity of the problems, many issues related to the remediation of oil-polluted soils and water bodies, remain unresolved due to gaps in the Russian regulatory and legal field. Solution of problems related to soil and water objects’ pollution did not find its reflection in the activities of the action Plan for realization of the Principles of the state policy in the field of ecological development of the Russian Federation for the period until 2030 and the state program of the Russian Federation “Environmental Protection» in 2012-2020”, as well as in projects of the state program of the Russian Federation “Reproduction and use of natural resources” and the concept of the Federal target programme “Ecological safety of Russia (2013-2020)”.
In addition, our country does not fully use its global technological capacity to prevent and soon as possible to eliminate pollution of soils and water objects by oil products.
In the round table of Russian and foreign experts will discuss current issues of prevention and elimination of pollution of oily waste of soils and water bodies, will discuss the interaction of the oil companies with the representatives of small and medium business, identify problem areas in the Russian regulatory and legal field, offer top-priority measures for further inclusion in the strategic documents of the program-target planning of the Russian Federation.
According to the results of the round table the recommendations will be made and be forwarded to the executive and legislative authorities of the Russian Federation.
